Starting Political Parties

The manual has 9, whereas when I start a game only 6 are available. I seem to be missing Progressive, Industrialists & Universalists

Also, the bonuses are diferrent; ie federalists only appear to get the 20% tax revenue boost, with mo mention of the 10% industrial production boost

I assume the manual is outdated? Were those other parties deleted?

Yes and yes. The parties were pared down and the bonuses balanced for better game play.

With further play balancing, those parties will make a re-appearance in the form of a future bonus pack.
