I offer my thanks to Infogrames and Quicksilever for squashing MOO series. Now that it was thouroughly documented, people (like myself) got actively involved into searching for other space strategy games.
space.diaspora.ru offers complete overview/faq/files of all known space strategy games, GalCiv included. (sorry, russian only, but hey, learn russian
On download option: yes, yes and yes. I loved it. Be prepared to use download manager though. I started download on IE5 and it eventually stoped download and crashed after 3 hours and 52MB downloaded. FlashGet has been working for the last 45 minutes and I already have 172MB. I would not bother with stardoc central thingy. it downloaded and installed the game at pathetic rate and then I figured out that it can not be installed on computer where I am actually going to play.
