Conquer system and Planet Quality drops

I conquered a system that had a 27PQ and 20PQ. But, afterwords the planets were 24PQ and 18PQ, respectively. Why? Race modifications?

As I understand it, there are no "race modifications". A bonus setting at startup that is available to the AIs is available to the human player, and I don't remember one for planet quality (maybe I missed it). However, there is an event that any player, AI or human, can experience that boosts the initial quality of planets when you colonize them.

Another possibility is when you invaded you have a number of attack options. Some of these can degrade the quality of the planets in the system, and some can destroy improvements the planets have built. (If it is because of destroyed planet quality improvements, I would have to ask Stardock to check on it, because the PQ improvements do not sound like the kind of improvements that can be destroyed.)

I used a normal attack to conquer. I made sure I didn't pick the other options because I wanted these great planets especially the 27PQ.

There is a planet quality bonus setting which the AI could have chosen. If the AI choose the +15% option, it would explain the change in values!

What? Are you saying they customize their race at the start of the game? Or do you mean a "moral decision" was made by them in the game? I'm getting the game tonight so I'm a little confused by your statement.

All the AI races choose their customisation at the start of the game from the same options that you have. The nuber of points tey have depends on the difficulty. That's why each game plays so differently! In one game the Drengin may be putting all their picks into military skills, in another they could be going for speed and range.
