How do I apply skins?

Yeah, total n00b question I know. But I just can't seem to figure it out on my own. Help is greatly appreciated.

It's not the backgrounds that I want to change. It's the theme. I found one called SystemStats or something like that and I just want to install it and use it.

That wouldn't be a theme, that would be more of a docklet.

That explains how to install docklets, but Systats is a little different if I remember correctly. In the systats download there should be a file with exact instructions on how to install.
