Upgrading Planetary Starbases

When I attempted to upgrade a planetary starbase, a second base was built instead. Why, and how DO I upgrade a planetary starbase?

Yea, I did that (built the constructor at that planet). Unlike upgrading a base at a resource, no option for upgrade modules ever appeared. Instead a second stabase was contructed.

Hmmm...you shouldn't be able to build a starbase over a Star system...that's probably why there's some fluky stuff going on ;) How dod you manage to buid a starbase over your star anyhow?

I've had this happen also, and it's because you only get the prompt to upgrade a starbase when you MOVE the constructor onto the starbase. I built a starbase immediately below my colony, and each time I built a new constructor and sent it off from the colony it appears right on top of the existing starbase. The only way to upgrade it is to move away and then back into the starbase.

Do upgrades have an effect only in a given sector?
What about resources do they have empire wide effect?

All upgrades that you give to a starbase only have an effect in the sector that they are located in, so place them well! As for resources, I'm not sure. I don't have access to any in my game. Darn those Drengins!

Resources affect your entire empire, starbase modules (produciton bonuses, etc) only affect that sector.
