Possible bug here, game is great though!

Ive had the Galactic Stock Exchange built for atleast a year now yet the Drengin complete one of their own! Anyone else noticed any problems with "1 per galaxy" projects being built multiple times? Perhaps some projects are labeled wrong and are actually "1 per race"?

Overall im loving this game. I think moo1 had a special balance that no other game has touched. However my enjoyable addiction to GalCivs says alot for a genre which has been lacking quality releases.
