Threaten War

I have been lucky enough in all my Beta 5 games, thus far, to start with a Minor Race, Class 24 planet, very close to Sol. This has given me a target for Cultral attack and a trade route early on. In everyone of these games, one of the other Major races seems to have taken exception to this Minor race, cause its doing very well?, and goes to war with it, even having to go past me to do it and even destroying my freighter(s). With my game plan, I won't sit back, and either go to war to protect my cultral target or start supporting the Minor races war effort.

It would be good to be able to Threaten War with the other Major Race ie Warn them off.
