GalCiv AI Cheating at all diff levels?

I read in previous posts that the AI knows where ALL the 15+ planets are from turn 1 of a new game. It doesn't need to research the science that lets one see all the Yellow stars in a galaxy.
It isn't till after my 5th game that I've realised this is cheating in the EXTREME on the AI's part. GalCiv is ALL about colonizing the best planets and giving the AI this ability is about as bad as giving it free combat/production/hitpoint bonuses.
Sure, the AI doesn't cheat in most all other aspects, but MAN this one advantage is a fricken doosie. Is it a game stopper? No, it's counterable, but geeze, that free ability is just lame.
The AI should have to work for that knowledge. Either that or even up the playing field and give the player something to balance out Turn 1.
Can you tell I've had numerous adjacent Class 15 planets "stolen" right from under me because I had to SCOUT to reveal the fog of war? LOL
