Pop growth rate vs. moral (inflection points)

I did a study of growth rate vs. moral for two of my cities. It appears that there are two points at which the growth rate jumps suddenly.
The first point is between a moral of about 52% and 56%. At 52% your growth rate is less than 1%. At 56% your growth rate suddenly jumps to more than 3%. The second point is between 98% and 100% moral. At 98% moral the growth rate is around 3.5%. At 100% moral the growth rate doubles around 7% or more. (Kind'of like a "love the king" day.)
I see two strategies that result from this:
1. If growth is important, then it is worth decreasing the tax rate to go get most of your cities at 56% moral or better.
2. If you want to grow you population as quickly as possible, you can turn down the tax rate until you get 100% moral for most of your cities. I estimate that you can double a cities population in a year or so. This would be expensive, and I'm not sure if it is worth the expense or not.
