Building "Nothing"

If you build "nothing" in either your social or military queues in Planet A, does that mean that other planets have more resources to spend on their projects, or does that mean that resources are being wasted in Planet A?

They are wasted. There is much debate right now as to what a better method would be. See the thread in the GalCiv forum for more on this.
