U.P. events suggestion.

I know I've said it before, but this came up -again- last night and it still bothers me.

When a U.P. vote comes up, I'd like 1 turn to look around the galaxy and summarize what's going on so I can make an informed vote.

Ideally, the vote screen would come up, but the radio buttons at the bottom for voting would say "U.P. Council will meet next month to vote on this bill" or something. Then next month, give me what we have now.

I agree Fleshpile. Another option would be to allow access to either an enhanced minimap or a Civilisation map of some kind. For example when voting on the Zoo or Prison, I generally try to vote for whoever is furtherest from me.
