Range, speed and Spending

1. What exactly is Range? More than once in my first game so far I get a message saying I'm out of range (heck, I had a fleet go to sleep right on the doorstep of an enemy planet).

2. Why do some spacecraft only have a speed or range of 0?

3. Why would you set your spending to anything less than 100%?

WHen you click on a ship, it becomes highlighted, in the minimap, the sectors where the ship can go to = range of the ship

because they can't move. Starbase for exemple, until they become terror stars

3. Why would you set your spending to anything less than 100%?
In the earlier part of the game yes, but as your colonies develop (population, production) they have variable morale that impacts production.
The most effective way to manage morale is the tax rate.
So the challenge is to maximize spending while minimizing waste, and maximizing taxes while maintaining a morale that does not affect production significantly.

Range is the operating range of ships, outside of which they can't function effectively, due to limitations on fuel, communications, etc... once they get outside of their range they can do nothing but retreat towards a friendly planet until they are back inside their operating range. The only time I've really gotten out of range is when a wormhole bounces my survey ship to the far corner of the galaxy, at which point I'm glad they let the ship be able to get back instead of just being lost out in the middle of nowhere with no communication, no fuel and no hope of getting back.

It can also happen that:
1) A survey ship, which has extended range, finds a ship that has less range.
2) A planet or starbase that was extending your range is either destroyed or conquered.

Range is measured in sectors from your planets. Some ships can have a range of 0 (the Defender is one) which means that they must stay in the same sector as your planets.

You don't want to use 100% spending if it wil drain your treasury. The spending slider tells the workers to get working and they may demand more $$ than you have.
