Ok, I will fess up to not having any real time in the game and being a complete newbie.

First thing I have to say is what the heck is the deal with being out colonized on the lowest settings, dang.

Now on to my subject, I wanted to attack a race and tried to attack some ships. I get a senate vote saying I can not have a war. I mean did someone play the heck out of civ2 or what. I really hated that in civ2 and I nearly threw this game out the door.
I looked all over the diplomatic screen and can not find any way to tell them I want to go to war with them.
Am I missing it or does it not exist. Another thing happened when I was fooling around on that screen and I told them I want a planet, they said very well, but I never got the planet. I really did not want it I want to eliminate them.
Do I have to drop out of the senate or something and I guess that will cost me either unhappy people or soemthinng?
I am trying to give this a decent shot as a few people have asked my to get them an impression and I want to be fair.
BTW is there a way to tell if you actually have the bonus pack applied? I saw something that hinted it was applied. Thanks

I don't think you can drop out of the Senate. It seems like your chances of a good vote are better if your party is in control. I had the bright idea of changing governments when I wanted to go to war. It worked in Civ2, right? But, the Senate voted and rejected my command to change to Imperial government. I guess that's pretty realistic.

1. how did you start the game, what party did you choose,
2. The senate vote was prompted by one of your ship attacking. so you attacked.
3. Usually the senate will support you depending on you approval rating. If it's below 50%, you can loose the vote.

That is about what I figured, but that reeks. I was attacking an evil empire no less. I need to figure out if there is a way to play as an all out warmonger. I can not abide being told I can not attack, I am a ruler.
No a god, I do not have to answer to anyone in a game!
