When I look into the stats of the alien empires they always seem to be at war with the 'Bulea' & 'Pirates'.. who are these people?

I can guess what pirates are but they don`t seem to be represented by actual ships or colonies..

Also.. the aliens seem to ally with themselves occasionally. This is a bud I suspect.

The Belua is the space shark. Pirates show up occasionally and attack freighter and starbases.
