Production???

i jus started playing galactic civ...but there's something i realli dun understand..n hope can get some help here...
1)i understand tt the 4 sliders in the econ menu control the money spend in production...but exactly wat's the connection btw this n actual production in a planet?
2)no matter how much i spend in expense slider...some planet still get such lousy production tt i can't even build a info net within 20mths...
3)after i raise my taxs to over 50% i start getting a negative net flow? i thought the more taxes i pull in the money i shld get??
any help would be great...thanks

Well... I'll take a shot at these questions...

1) Each planet's production will be limited not only by the amount of funding you've allocated for the specific areas, but also by planet class, population size.

2) That planet is probably one of your lowest class planets with the lowest population, no matter how much you spend they can only do so much.

3) Once your taxes pass a certain point (which is affected by morale and approval rating) you will actually start getting LESS money because your population will drop, remember, population is the number of TAX-PAYING people on your planets, when you raise taxes too high, you lose the part of the population which can't afford those taxes, effectively lowering your income... tax-dodgers... gotta love'em... or blow them away one! :D

On the production issue... it might also be affected in some way by morale and approval rating but I haven't really noticed if it is... I always try and keep my people as happy as possible so my party retains control of the senate.
