How to help population growing???

I have played about 4 games so far in a tiny galaxy. Everytime, my population can't grow. I go in major dept and without much people I don't have much influence. What is the best way to keep the population to grow?

Make sure morale is good on the planets and they should grow pretty quickly.

There are a few techs you can research to increase your population - Habitat, improved environment, aphrodesiac. Usually the proplem is how to reduce population. so be carefull because it can become a morale problem.
