Ideal # Colonists?

I have seen a few references to 100M colonists being ideal for a Class 15 world. My questions:

1. Is this based on experience or is there a chart somewhere? And yes, I have seen Class 15 as a good starting point, but nowhere do I recall seeing an ideal # of people.

2. What happens once the population starts increasing on their own beyond 100M? Will morale take a nose dive?

From my experience:

I found 500M colonists to be a good number for class 15 and up and so far never had real problems with morale. OK, I lost elections sometimes, but overall I never got the "unhappy" symbol. Population growth should slow down at a sensible threshold depending on planet quality, perhaps read the economy info in the encyclopedia, it describes some undocumented mechanisms.

And at +40% pop growth (best 4 points I ever wasted), it's easy to steadily colonize from a single planet ;)

I generally colonize with less than 50M, even when I have my morale bonus up high enough to drop 500M on a class 11 and still have 80+ morale.
