Load always sets "spend rate" to "tax rate"

I guess the title says it all. I can't tell if the spend rate is even being saved.

Ok, I think that I just fixed that...there was only one place in the code where the spend rate appeared to be set to the tax rate...obviously a cut and paste error on someone's part...

This is fixed on the 3/2 build. All of the sliders on this window are saved and restored
properly.
