ILeague defection early?

I like to colonise all planets - including pathetic ones. But, of course, pathetic ones tend to defect to the I-League. Anyway to stop this? Or should I not colonise pathetic worlds until I have the tech to terraform? If I can't colonise how can I stop other from colonising them? Thanks.

The min class I build on is 12.
I think planets defect to the I-league too easy.

The reason for that is a class 15 planets is marginaly habitable. Class 12 planets have to be improved just to live comfortably on. It just isn't worth the resources it takes to do this, as the population is going to be unhappy for a while. Other than colonizing a bunch of Class 14 planets just before you build the Terraformer that is. :)

My Advice is to avoid anything below class 15 until you get at least habitat improvement and even with that it only makes sense to grab class 14s. When you get teraforming grab 13s and 12s if you can aford to rush build the improvments else avoid them totally. There is no time I would recomend settleing a planet class 11 or lower though there is some indication that sometime in a future expansion we may be able to use such planets to mine reasources.
