Propoganda vs. Jettisoning off Colonists for Morale

Yeah, it seems a bit strange that the only way to raise morale is to get rid of your people. Logically, wouldn't that decrease morale, since people would start wondering where their family and neighbors are "really" going, and would wonder if they're next.

Propaganda is a definite solution, but I think other techs should also be available that address over population. This could be underwater cities, underground cities, or just massive population control schemes such as China's "only 1 baby" program, or birth control programs. Something that would increase a planet's population threshold, or reduce population increases.

As an interesting side note, a moral decision could be attached to such programs. Underground cities may lay rise to rebels or higher crime, in which case your morale goes higher, but your taxes and production decrease. Alot of things could be done in this matter which addresses the problem alot better than just "getting rid" of population.
