argh! Morlae and the I-League!

How do you manage morale! Even with a +54% bonus I still can't seem to keep planets fromd defecting. I get into a cycle of - I don't make enuf money to stay our of debt, but if I increase taxes, planets defect. Anyway around this?

I guess governmanet improvements of some kind. Thanks.
