Conquering Planets

What determines how many troops you go up against when you invade a planet? I'm playing on the easy levels still, and I'm finding planets that are defended by anywhere between 59 and 129 billion troops. Since the transports only hold 1 billion at a time, that's ALOT of troop transports.

Is this normal?

Easy one I can answer. The *entire* population of the planet counts as the troops your invaders are up against. And you should wait for a bit later in the game to invade. The Combat Transports hold up to 5 Billion troops and are armoured as well, so they can withstand an enemy attack.
