GNN and GIA

On the menu screen there is an option "Active Gov. ignores GNN" What does this do? I can't figure it out.

Also, what is the GIA and how does one fund the GIA? I see an entry in my Expenses on the F4 screen, but is is always at 0. Maybe putting some money here will help something?

'Active Cov. ignores GNN' means that if a planet completes a project and the governor has another project on the list then the planet starts the new project without bringing up a planet window (you'll still get a completion icon in the event window).

This is very useful when you have lots of planets and don't want to click through completions each turn.

As for the GIA, I'm not sure, will need to look at game next time I play.
