Why can't I build an Economic Capital?

I'm playing a game started in 1.7b3c and is now 1.7b4 and I can't seem to build an economic capital. My civ does not have one and I've never built one though it would have been a good idea. I have not lost any planets, and have only gained planets from one civ who still has his. I'm about to take it and I always build mine before I do that. I have looked, but it is not in any of my build tabs. I even browsed all of my planets and confirmed one has not been constructed or is under construction. Please advise.

[EDIT] I just thought to add that I have the full economic tree of research finished and built.

[EDIT] Just to clear up the confusion: This post was intended to have someone point out my stupidity due to late nights of 'just one more turn', not to point a finger at the devs or report a bug.

As it has been stated time and time again you should always finish your current game before you update to the latest patch. It is a known thing for some saved games to stop working correctly when played on a later patch for no apparent reason. Try starting a new game under the latest patch and see if you can build your Eco Cap then.

Doh! I am an idiot for sure. Completely forgot the trade tech! Thanks Xei! I don't really need it as I am currently running a gross income of 7k and a profit if 4k.

Drengin: I may be mistaken, but I thought I read on the forums that it was only necessary to start a new game in beta 4 if you wanted the memory optimizations. Note that this was not posted as a bug, or in the beta reports or bugs forums.

Indeed it was, however it is always safer to start a fresh game with all updates just in case
