Flat-lining on diplomatic ability graph?

When I negotiate w other races I'm told I have an impressive diplomatic advantage.

But when I look at my graphs, the white "diplomatic" graph is a flat line?? Bug?

I'm not sure what the Diplomatic graph measures. Your diplomacy skill is what appears to readout on the Foreign Influence graph (not to be confused with the Influence graph, which is cultural influence).
