How about that "improvement" for an upcoming bonus pack? Keeps your population down and therefor helps morale. Can be used after you've built every morale improvement known to mankind and YOU STILL have morale problems. No more waiting for colony ships or transports to be built just to jetison unwanted colonists into space.
