GalCiv Writer - tech boni questions

Does anyone know if or how the following tech boni available via GalCiv Writer custom techs affect the game:
Cabinet, interest rates, crime?

The following tech-boni do not seem to function if used in custom-made techs (they neither appear in the tech summary screen nor in the stats screen):
Hit points, loyality, gouvernment, luck, courage, creativity

The upper three (cabinet,...) do appear in those screens, but since they're normally not used in the unmodded game i'm not sure if they have any real effect if they're added to the game by custom techs.

If anyone else can confirm this is a problem and will describe "in detail" the correct behavior, then I will add it to the list of todos for Galciv Writer.

I think that interest rates affect the various rush-buy payment plans. If you have a really good rating, you can get the "pay on installment" options being cheaper than cash. There is a morality event in the game that has lower interest rates as a reward for the evil choice.

You'd have to experiment to confirm.
