Cultural victory issue (dare I say bug...)

I noticed this in a game I played, as well as a comment in a thread of a different discussion. Sometimes when you save the game, and then reload to the same turn later, your cultural victory percentage has changed. Is this a bug?

The cultural calculation take a couple of turns to get back to where you saved, but it will.

I've observed the same... save the game just before I win it, play a couple of turns and win... then, load the saved game, and my influence is down and it takes a bit over a dozen turns to win.

This makes me wonder what else saving and loading a game changes.

Sure looks like a bug to me.

The effect cause is related to the way the game saves your racial bonuses. They don't get applied on the first turn after you load the game, from what I can tell.

Influence is affected after the second turn because of the way it bleeds off into other sectors. After the first turn, you now have more influence in distant sectors, and the influence bonus is now being applied again, so it bleeds off again into more distant sectors. If your influence is high enough, those new sectors could now have enough influence to leech even further into the galaxy.
