Late game economy tips?

I'm playing a game that I thought I was definitely going to win. Without firing a single shot I was leading in just about every category. Now, very late in the game with only two other competitors my economy has collapsed under it's own weight. On a medium map, of the 3000 bc I'm able to generate, about 1700 bc is being used for maintenance. I have double the population of the other two, more culture than them combined, 9 trade routes, and fully upgraded starbases in 8 sectors with dense trade routes. Yet, despite this I'm being out researched and out manufactured and will likely lose this game since I won't be able to withstand a drawn-out war. I'm assuming my maintenance is so high because I have so many social improvements (some planets have everything available built, many are close). Is it just not possible in this game to build all the improvements on every planet?
I was previously staying ahead by selling techs, but once 3 races died off I couldn't sell enough techs to sustain my economy.
