Moving the Homeworld - Feature or Bug?

I am frequently seeing the AI races change the location of their homeworld. I thought it was a bug at first. The manual describes severe negative consequences for losing one; so constructing a new one seemed an unlikely choice. It happens often enough though, that it now looks like a feature. Can someone clarify this for me? If it is a feature can the player change their homeworld location, and if so how? Thanks :) .

I also see this quite frequently, but I have no explanation for it.. maybe a dev has?

I can see negative consequences in a forced move but perhaps a planned move has much less impact and may be a good idea depending on the war (or even potential war) situation.

It would make internal sense for a planned homeworld move to be somewhat less traumatic. Need some input from devs if this is feature or bug, and if there's a way for player to do it. There've been times I've started on a 16 Homeworld with a nice 20 planet in the same sector. Would have loved to switch my homeworld to it if I could :notsure: .
