How can I get an alliance?

Hey I was wondering how I can get an alliance with one of the other civilizations. I researched the tech, but in the diplomatic screen it doesn't show that I can offer an alliance. Also, why do so many civilizations hate me after awhile. I've noticed that most civs hate you when times goes on. Why?

You have to work up to CLOSE in relations, then trade them the tech if they lack it.
