Control Panel issues

I load all of my fonts individually into the packager and when I load them none of the control panel icons switch over, everything else switches but the control panel icons do not.

I have the same problem. I'm running WIndows Vista Ultimate and Iconpackager 3.20a[rc].033 (x86). This is what happen:
Into the Iconpackager window it seem like some control panel icons are missing.

But if you select the Icontheme and click in the Preview button you will found them.
