Are UP events always random?

I wish the player could also propose some issues to be voted in the UP, like in Sid Meier's Alpha Centauri...
In SMAC, you can call a meeting yourself, and the changes you can propose (like forbidding/allowing atrocities, elect the planetary governor, etc.) depend on which technologies you already have, so they aren't all available at the beginning of the game.
I think something like this could work in GalCiv, as well. What do you guys think?
