AI won't give me crap for Enhanced Miniaturization, even with all diplo techs+diplo translators vs. a diplo penaltied-race. It won't even give me 1bc for it. Neither will any of the minors.
AI doesn't value warp bubble tech highly enough. I've managed to buy it off of the Terrans for ~80-90bc per level, AFTER trading them all of my diplo techs (actually, it doesn't seem to make much of a difference when all they want for it is <100bc). It also doesn't pay much for it, either, but I'm not sure how much it -should- pay for it. Though, noted this is while allied, when not allied it's ~twice as much. Still probably too cheap.
First one is most definitely a bug, as it has no problem paying me large sums of cash for basic through supreme, other than enhanced.
Second one just feels wrong.
Tested in 4b and they're both still the same.
