You can get one. Try ordering direct from SD -- the shipping is a little steep (for international), but doable.

Better than a lot of people who say that their English isn't good.

Stardock/Ironclad haven't been able to find a European publisher--at the moment, your only choice for buying the game is buying direct from Stardock.

Of course, given the game's apparent sales performance so far, I don't think not having a publisher will be a problem for too much longer.

For UK folks it should be cheap. Last I checked the GBP was almost twice the USD in value.

For all you Amazon people in the EU do reviews for the game and add it to your wish lists. That will help a great deal with showing a demand.
