Where do I spend money to counter enemy destabilization?

I *think* I am being destabilized, but I'm not sure how I would know.

How can I find out, and if I am being destabilized, where do I spend money to counter it?

I havent experienced this aspect of the game yet, but I believe to counter destabilization you need to spend money on propaganda. Go into the planet screen and click Details. You should see a Propaganda slider there.

i think spending money on spying on the one destabizing you will counter it.

To find out if you are being destabilized, you will need to spend money on espionage. The more money you have spent, the quicker you will find out who is spending money destabilizing you.

To combat destabilization you can do anything that raises your morale or your economy.

You cannot really counter destabilization. The only counter is to find out who's destabilizing you and then go after them and kill them.
