Help: Pirate Screen

Im sure im not the only one with this problem:
Can someone please explain how/what the pirate screen indicates?

I notice the two pictures on the side (one big one on the top left, a smaller below) but i dont know what they are...

Then i have the countdown on the bottom which i assumed was their attack timer...

And the most puzzling... A incremental bar on the right that allows me to increase money... what this money is doing, i dont know

Can someone please help me understand what im doing on this screen?

The big picture is the pirate portrait, just for the coolness factor.

The bottom picture is their current target.

The countdown is indeed a rough indication as to when they'll launch their attack.

On the right, you get to place bounty on the other players in the game (unless you have a peacy treaty, then you can't place a bounty on that AI/Player). Once the pirate fleet launches, they go after the player with the highest bounty on them! Note that they just take whoever has the highest bounty when they launch, after that increasing the bounty won't make them change their target.

The sword icon next to the bounty amount indicates that there's a pirate raid against them in progress.
