How do you make Alliances?

After researching "Alliance," I am still unable to make alliances with other races. I was a good civilization and attempted to ally with other good civilizations. Even after giving them the technology "Alliances" to make sure that they had it, I can't ally with anyone. I was at war with no one and neither were they; we had good relations too and I researched some diplomacy.
Questions:
(1) How do you make alliances with other civiliations (what condition must be met)?
(2) Will the option be under their side (i.e., under the "Treaties" section of the person with whom I want to ally with)?
(3) What do you need to research to have alliances?
