Weird Minor Civ Issue on Tiny Map

I was playing on a tiny map with all the AI players set to the second lowest intelligence, as a tutorial game. All racial alignments were default.
ANYway, two minor civs popped up, described as colonizing "Planet I". Neither appeared on the map, although their ships did (via the upper left corner). Also, one of the computer players (Torian, IIRC) kept sending ships into that corner, just piling them up.
I have a save game with both minor civs active and ships in said corner.
