More frequent United Planet meetings?

I've read in the manual that it's possible to vote to have the UP meet more often than every four years... but on browsing through the UP issues I couldn't find that particular issue. Is it possible to create it?

I sure hope this one is addressed.. I think there should be more UP meetings and events. They both seem to not happen often for me. More pirates, monsters, jail breaks, zoo creatures bust loose etc. These things break up the game play enough to make it that much more addicting.
