AP questions

Just got AP, and I already have some questions.
BTW up to now I'm not very impressed (at least not as awed as when I updated from 1.0 to 1.2).
First, it says somewhere that one of AP improvements is that now it includes the encyclopedia, but I don't see it anywhere.
Second, I'm playing the campaign, first mission, I already conquered the Korx and am a friend of the Altarian but the game doesn't end, it goes on and on...
Third, it used to be that governors did their stuff without bothering you, but now you get transported to the planet for every thing they build. A bother. Is ther a way to make them act like before?
