It is not possible for you the player to propose resolutions in the UP. Resolutions are brought to the floor of the UP by some abstracted means (probably an incredibly convoluted committee system) and all you, the emperor of the humans, can do is vote on the resolution once it has reached the floor.

Yeah, it's something I really mis. Proposing resolutions. I believe MOO3 has it (only played it for a day or so) and it was something I really liked in Alpha Centauri.

Oooh, lookie here - I have over 50% influence in the UP.
So, let's propose the following: "All civilizations have to hand over 50% of their planets to the Terran Empire".
Thank you.

Next proposition: "All civilizations except the Terran empire are to self-destruct immediately."

No offense, but I don't think your using your imagination good enough. Just because you propose something doesn't mean it will get voted on, plus you could only propose U.P. solutions that are already written into the game. Either way, the best way around the problem that you stated is to have every race propose which resolution they want voted on during the next U.P. session. The computer could then randomly one of those solutions. And the longer an empire goes without having their solutions voted on, the more chance they have of getting it voted on the next time around.

I would love the option at a later stage to propose resolutions. The cost of proposing a resolution though would be a certain fraction of your influence or a fraction of the total influence in the galaxy
Examples:

Propose - 2 extra trade routes - 10% of your influence
Propose - all wars ended - 25% of your influence
Propose - ban terror stars - 15% of your influence
Propose - protect freighters - 20% of your influence

Etc ...

haha i agree too. After all tt wld make the UP much more fun! ;p haha i really like to propose some of the resolution being voted too.

Eh i got a question. In my current game, there onli left me, torian n the derign. N i have'nt seen a UP vote fer a LONG time. Eh any explaination?

That would be an interesting trade off--influence for UP vote chances.

Good idea - it makes it sound like you're using up your influence by calling in favours from other big shots :)

As for not seeing a UP Council, they show every four years. If you're spending a long time on each turn you might simply have not reached 4 years yet. Or maybe you dropped out of the UP (by accident or design)?
