Making a Social Production to Money Social Project

I was wondering if it is possible (and if so has anyone done it yet?) to make an economic conversion social project.

This would be similar to MOO and other building games in allowing you to dump your social production into the economy. Obviously this would not be a 1:1 conversion and would decrease in ratio as the numbers climbed, but I would love to do this if no one else has done so. I am looking at the Gal Civ writer and was wondering if a NEGATIVE maintance fee would work, or something else?

Any Ideas?

I am afraid that this feature is not available in GalCiv, as it is a design choice: money is wasted if it isn't used.

More there is a different philisophy between Galciv and other 4x building games like Moo2 or Civ (1, 2, 3):
In Galciv, you get money and you decided how to use it (in production or not). In the others, cities/planets generate production associated with population and generate also income/research/luxury. Not clearly the same thing. And the capitalization wonder (or improvement in the same ilk) was here to facilitate the operation: build an improvement/destroy it when completed to get the money back.
But in Galciv, you don't get anything when destroying an improvement
