starbase costs 400 bc?

I am very new and also confused. I have v1.2, not AP.

In a small galaxy game I had already built 2 constructors and placed them on resources, thus successfully creating two different starbases.

Later in that game (within 4 years of starting) I had another constructor head for a military resource and when it finally got there, a message displayed saying that it cost 400 bc to build a starbase and that my treasury was insufficient (I had ~ 167 bc).

Now I know there is no way those other two bases cost me 400 each! That would be 800 off my starting total, which combined with the 2 or 3 colony ships I outright purchased would have given me a very negative account - this is not the case.

So is this a bug, or are there special conditions which might apply to this new starbase (no star systems in the same sector).

You get the first two for free. After that it cost money. But, they are maintenance free :D

You have a number of free starbases (ie cost nothing) based on the radius of the galaxy. After that, the cost inscrease linearly for each new starbase you want to build. But there are some improvements that increases your logistic ability and will reduce the cost of new starbases.

This was introduced to prevent some abuse about building starbases.
