Starbase modules question

I thought that unless a module said specifically that it would only influence the sector it was in, that it benefit was galaxy wide. However...

Stellar Wake seems to only boost those ships in its sector.

Foreign Relations Center doesn't seem to improve Influence galaxy wide.

Is there somewhere that clearly explains what each starbase module does on this score?

Yes, the modules only affect the sector the starbase is in, unless it is on a resource and you are talking about mining modules.

The Cultural modules boost that sector's influence value when the game is calculating the influence value for that sector and the 8 surrounding it. If you need help understanding this, go to the Encyclopedia and read the write up on Cultural Influence.
