GalCiv 1.21 A few questions about update

After updating to GalCiv 1.21 I noticed a few changes . . .

A typo in the module "Party Palace" now states, "The ultimate cutural ect..." [cultural].

Wasn't the "Galactic Research Center" a galactic wonder originally??? I can now build one on every planet. :D :CONGRAT:

While checking the Trade Routes of my fellow council members, I see their Route#. [Origin Planet Name] to [same Race as Route Origin?!] (Destination Planet Name). :SURPRISED:
Could this be changed to Route#. [Origin Planet Name] to [Route Destination Race] (Destination Planet Name)??

50 month limitation on any fiscal transactions with other races. Whazthiz? Yet when I go to build ie) Battleship I'm asked to pay 100+bc for 500+months. :notsure: Please extend the 50 months to somehing a bit longer like 250 months.

And finally the council session was brought to order.
We voted on tech sharing 8 techs (I had been in debt for a few years and technologically behind by nearly a decade).
The fools fell for it and I was going to get some nice shiny new tech. :) :D LOL
But the message that followed said. I was too advanced & "the other civ's have cleaned up Yippee!". And then I recieve my 8 shiny new techs...

This limitation was set to avoid some abuse about giving x BC for 1000 turns, when you know that the game will end soon. This kind of bribe was very effective with the AI. More, will you personnaly accept tribute on a duration greater than 50 turns (= 4 years) from a civilization on which you can't be sure it will still be here and at peace with you for the whole duration of the tribute?

True 1000 turns is a bit much, but 50 turns is the opposite extreme (it's the same length of time a politician sits in office...). I feel some long term planning and calculated risks should be left up to the player (much like getting a mortgage).

True again that I can't count on the existance of civilization for the length of that term but it's a risk that I would like to be given the choice to make.
Much like an old style long term mortgage (20yrs) that's why I'd originally suggested 250 turns as a maximum.
As for some players abusing the communications-trade-barter-exchange-tribute system, I see that as a problem with the interface (programming) and with those players who chose to exploit it. I'm actually still a bit muddled when I see that I'm paying tribute, instead of paying a Loan or Accumulated Interest.
Perhaps Tributes should be an option like Alliances, Make Peace, and Attack.
Lets say you offer [x BC, 0 months, for Tribute] and now you can see when their opinion changes, it would be wonderful to know how much it will take to make an independant friendly or close...

This is probably my only gripe with Stardock, they swing from extreme to opposite extreme. No micromanagement to excess micromanagement, etc.
The concept of a middle ground compromise seems to have passed them by!

Well you won't hear me complaining about the "Galactic Research Center" being available for all my planets. ;)

And as I play the game more I'm starting to dislike the individual planet govenors (auto-micromanagement). They keep spending my cash! >:(
I'm trying to save up 5000bc for my Death Star, er... I mean "Terror Star" :D, and every turn I'm down some cash or even in the red (-461 bc). :SURPRISED:
Please Stardock get a "Don't spend any cash" option in the govenors settings. (:(

Simple emough. Just change the Gov to an alternate that has nothing in the queue. WHen you want to continue building change it back. Also be aware even if you are not building anything you are still spending money on thye planet.

Just to clarify: The governors have nothing to do with the spending of cash (unless you mean that they're building things that have high maintanence costs). The only thing that affects the spending of cash on building is the spending slider.
