How would I mod for the following?

These are the mods, I'd like to see come about. I'd also appreciate knowing how to program them myself.
1) Space monsters off. To call them silly would be an understatement. Ideally, I'd like a switch on the game creation screen for this, but I'd settle for an all-or-nothing mod.
2) Good choice gets you morale bonus. Instead of only rewarding evil, this would at least give some reason to select good. And giving a morale bonus just makes sense. Afterall, wouldn't you be happy to know that your government is doing The Right Thing?
3) At least once, neutral choice being the only one to get a reward. Where neutral is the only one that gets a reward and both good and evil choices gets penalties. My idea is an event where there's two feuding races. One good and one evil. If you help one side and not the other, you only get a diplomatic penalty for only helping out the other side. If you choose to either help both or help neither, your neutrality is maintained and you get a diplomatic reward for doing so.
4) Controlled Wormhole starbase module. Two starbases can maintain a stable wormhole between them. Any ships that land on one of the starbases is instantly teleported to the other and vice versa. For simplicity, I'd only allow one such connection per starbase and not allow constructors to use it (so it just asks the normal thing about if you want to upgrade the base). However, if it could be done, I'd have a pop-up asking which other starbase that has this module do you want to go to ... or, if it is a constructor you're piloting, if you want to upgrade the base. I'd have a tech you'd have to research to get this: wormholes. A negative for this module is that the starbase can never move. If it moves (becomes a Terror Star), it needs to send another constructor to set up the controlled wormhole again.
5) Expanded influence starbase modules. For each upgrade, your influence extends another one sector in each direction.
6) Starbase casino.
I'd have this off the Communications tech tree. Maybe an evil-only starbase module.
