Was I ripped off in the abilities screen?

So I downloaded 1.01 and was pleasantly surprised with the new ability choices.
"OOO!" I think. "Speed +1! My ships will move one more parsec every month...think of the possibilities."
So I pick it and discover that it did not help me at all. My colony ships and constructors still moved at their normal rates, even though the ability clearly describes ships "moving 1 more parsec per month."
Anyone else notice this?
