Bug: Information Warfare Broken?

I've considered using information warfare a few times, but even on planets with low morale it usually sais 0 million to 0 million people will join me (for a cost of like 2000BCs). This is on a planet with maybe 50-60 morale and several BILLION people on it.
On a side note, is there anywhere that gives a little more detail on exactly how the advantage factors work in ground combat?
