Any way to turn off the two minors at start of game (Carinoids, Alexians)?

I just purchased Galciv. Great game, lots of fun. I've updated through stardock to the latest version (v1.21, I think). I've played 3 games on a 8x8 (medium) map, and what I've noticed is that in each game one of the two start minors become the strongest power in the game. They wind up with ungodly buildups of ships and money by 2195.
While they aren't going to be invading me or anything, it still kind of feels wrong for a "minor" power to be the superpower. They wind up with 24 rating planets early, and if they colonize anything they also seem to get good planets too, and a heck of an economy going.
It's kind of fun using the Carinoids with a 500-1000 military rating as my enforcer, paying them 600 credits to go to war with whoever looks like they might be rising to challenge me
, but like I said, if feels kind of wrong.
Is there a way to either:
1) Make it so that minor races can't build colonizers
or
2) Turn them off altoghether?
